From Abdul Aziz ibn Abdullah ibn Baz to the honorable brother, Hajj Bakr Jom, may Allah guide him to what pleases Him and increase him in knowledge and faith, amen.
Peace be upon you, and Allah’s mercy and blessings, and after that:
Your kind letter, which has no number and no date, reached me, may Allah connect you to the rope of guidance and success. The three questions it contained were known:
First: What is the ruling in Islam regarding a missionary group adopting Muslim orphans? And is it possible for you to give us evidence for that?
Second: What is the ruling in Islam regarding establishing Islamic projects by the hands of Christian or Jewish missionary groups?
Third: What is the ruling on seeking help from disbelievers and accepting it?


Answer to the first question: It is not permissible to hand over Muslim orphans to disbelievers, whether Christians or others; because of the great danger that entails for the orphans, and that they will raise them in a non-Islamic manner. They are a trust in the hands of Muslims, so it is not permissible to place them under the guardianship of others. And Allah the Exalted said:
The believing men and believing women are allies of one anotherوَالْمُؤْمِنُونَ وَالْمُؤْمِنَاتُ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ
[Surah al-Tawbah: 71], and He the Exalted said:
And those who disbelieved are allies of one another. If you do not do so, there will be fitnah on earth and great corruption.وَالَّذِينَ كَفَرُوا بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ إِلا تَفْعَلُوهُ تَكُنْ فِتْنَةٌ فِي الْأَرْضِ وَفَسَادٌ كَبِيرٌ
[Surah al-Anfal: 73].

Answer to the second question: It is not permissible to hand over Islamic works, such as those you mentioned, to workers from among the disbelievers; because they cannot be trusted with them, and their sincerity cannot be relied upon; due to the saying of Allah ﷺ:
There has already been for you an excellent pattern in Abraham and those with him, when they said to their people, "Indeed, we are disassociated from you and from whatever you worship other than Allah. We have denied you, and there has appeared between us and you animosity and hatred forever until you believe in Allah aloneقَدْ كَانَتْ لَكُمْ أُسْوَةٌ حَسَنَةٌ فِي إِبْرَاهِيمَ وَالَّذِينَ مَعَهُ إِذْ قَالُوا لِقَوْمِهِمْ إِنَّا بُرَآءُ مِنْكُمْ وَمِمَّا تَعْبُدُونَ مِنْ دُونِ اللَّهِ كَفَرْنَا بِكُمْ وَبَدَا بَيْنَنَا وَبَيْنَكُمُ الْعَدَاوَةُ وَالْبَغْضَاءُ أَبَدًا حَتَّى تُؤْمِنُوا بِاللَّهِ وَحْدَهُ
[Surah al-Mumtahanah: 4] and the two previous verses. The Committee of Senior Scholars in the Kingdom of Saudi Arabia has issued a decision prohibiting the assignment of building mosques to non-Muslims, due to the evidence and the operative cause we mentioned.

Answer to the third question: This requires detail; if seeking it from them and accepting it does not entail fear of harm in the religion for the one who sought it or accepted it, then there is no blame on him. But if there is danger in that, it is not permissible for him to seek it or accept it; acting in accordance with the scriptural evidence indicating the obligation of caution regarding what Allah has forbidden and distancing oneself from the anger of Allah. It is established that the Prophet (peace and blessings be upon him) accepted some gifts from the polytheists and did not accept them from others. The wisdom in that is what we mentioned, as the scholars have explicitly stated.
And Allah is the bestower of success. May Allah send prayers and blessings upon our Prophet Muhammad, and upon his family and his companions.
