Q: I have noticed that some of the worshippers, when the mu'adhdhin finishes the iqamah for the prayer, raise their hands and make du'a', and this is before the takbir of ihram. Is this based on any evidence or not?

A: There is no basis for this, and it is not reported from the Prophet (peace and blessings be upon him) that he used to make du'a' with anything between the iqamah and the prayer. Nor is it recorded from him that he raised his hands at this point. In fact, it is not befitting for anyone to do so, because it is contrary to the Sunnah.
