Q: E. M. - Kafr al-Shaykh - Egypt, asks: What is the ruling if the imam recites in the prayer, for example, in the first rak'ah:
Say, "He is Allah, [who is] One,قُلْ هُوَ اللَّهُ أَحَدٌ
[Al-Ikhlas:1] and then in the second:
And the morning brightnessوَالضُّحَى
[Al-Duha:1]?

A: There is no blame on the imam if he recites less in the first rak'ah than in the second, due to the generality of the saying of Allah the Exalted:
So recite what is easy from itفَاقْرَءُوا مَا تَيَسَّرَ مِنْهُ
[Al-Muzzammil: 20] and the generality of the saying of the Prophet (peace and blessings be upon him) to the one who performed his prayer poorly:
When you stand for prayer, perform ablution properly and then face the Qibla and say Takbir (Allahu-Akbar), and then recite what you know from the Qur'anإذا قمت إلى الصلاة فأسبغ الوضوء، ثم استقبل القبلة فكبر، ثم اقرأ بما تيسر معك من القرآن

Then read the Ummul-Qur'an (i.e. Surah al-Fatiha) and what ever Allah wishesثم اقرأ بأم القرآن وبما شاء الله

the hadith.
However, by doing so, he has left what is best; because the established Sunnah from his (peace and blessings be upon him) saying and doing indicates that it is the Sunnah for the imam and the one praying alone to recite longer in the first rak'ah than in the second, in all five prayers, while the ma'mum follows his imam. May Allah guide them all.
