Q: Is it obligatory for one who prays voluntary prayers to recite anything from the Qur'an other than al-Fatihah? I consistently recite Surat al-Kafirun and Surat al-Ikhlas in the two rak'ahs of Fajr, specifically.

A: It is prescribed for one who prays voluntary prayer at night or during the day to recite what is easy for him along with al-Fatihah; this is the best.
As for the obligation: only al-Fatihah is obligatory, and it is a pillar of the prayer, whether it is obligatory or voluntary, in every rak'ah. If he recites it alone, that suffices. If he recites additional verses or another surah with it, that is better; because the Prophet (peace and blessings be upon him) used to recite al-Fatihah and recite an addition with it, and he (peace and blessings be upon him) said:
There is no Salat for the one who does not recite Fatihatil-Kitab.لا صلاةَ لمن لم يقرأ بفاتحة الكتاب

As for the Sunnah of Fajr, one recites after al-Fatihah:
Say: O you disbelievers!قُلْ يَا أَيُّهَا الْكَافِرُونَ
in the first rak'ah, and
Say, "He is Allah, [who is] One,قُلْ هُوَ اللَّهُ أَحَدٌ
[Al-Ikhlas 112:1]
in the second.
And if he recites with al-Fatihah in the first rak'ah the verse from al-Baqarah:
Say, [O believers], "We have believed in Allah and what has been revealed to usقُولُوا آمَنَّا بِاللَّهِ وَمَا أُنْزِلَ إِلَيْنَا
[Al-Baqarah 2:136]
the verse [al-Baqarah:136], and in the second:
Say, "O People of the Scripture, come to a word that is equitable between us and youقُلْ يَا أَهْلَ الْكِتَابِ تَعَالَوْا إِلَى كَلِمَةٍ سَوَاءٍ بَيْنَنَا وَبَيْنَكُمْ

Similarly, it is recommended to recite in the Sunnah of Maghrib and the Sunnah of tawaf after al-Fatihah:
Say: O you disbelievers!قُلْ يَا أَيُّهَا الْكَافِرُونَ
in the first rak'ah, and
Say, "He is Allah, [who is] One,قُلْ هُوَ اللَّهُ أَحَدٌ
[Al-Ikhlas 112:1]
in the second; because this is established from the Prophet (peace and blessings be upon him).
