A: Praying in the Hijr Isma'il is recommended; because it is part of the House, and it is authentic from the Prophet (peace and blessings be upon him):
That he entered the Ka'bah in the year of the Conquest and prayed two rak'ahs in itأنه دخل الكعبة عام الفتح وصلى فيها ركعتين
. It is agreed upon as authentic from the hadith of Ibn 'Umar (may Allah be pleased with them both) from Bilal .
And it is established from him (peace and blessings be upon him) that he said to 'A'ishah (may Allah be pleased with her) when she wanted to enter the Ka'bah:
Enter the Hijr for it is part of the House.صلِّي في الحجر؛ فإنه من البيت
Sunan an-Nasa'i 2911Sahih (Darussalam)

As for the obligatory prayer, the safest course is not to perform it in the Ka'bah or in the Hijr; because the Prophet (peace and blessings be upon him) did not do so, and because some scholars said: it is not valid in the Ka'bah or in the Hijr; because it is part of the House.
And by this it becomes known that the prescribed way is to perform the obligatory prayer outside the Ka'bah and outside the Hijr; following the example of the Prophet (peace and blessings be upon him) and to avoid the disagreement of the scholars who say it is not valid in the Ka'bah or in the Hijr. And Allah is the guarantor of success.
