The deputy in Hajj: Is it permissible for him to appoint another?

Machine translationRead the Arabic original
The questioner : ... ؟

The Shaykh : No, because this is a matter in which intentions differ. I may be satisfied for this person to be my deputy, but I may not be satisfied for someone else to be my deputy.

The questioner : Even if the other person is better than him?

The Shaykh : Even if the other person is better, even if he is better, I might still not choose him. Furthermore, it becomes the key to a bad door that some people use. Some people take on multiple deputations for large sums of money. I have heard that some people take, for example, deputations from people in the Gulf states, and they give them money, thinking that he is the one who wants to perform Hajj. He takes ten or twenty for exorbitant fees. Then, when he arrives in Makkah, he sees some of the poor brothers and gives them perhaps a tenth of what he took. And perhaps he does not know about their circumstances, nor their religion, nor their knowledge. So this opens a bad door.

The questioner : If he does so, what is the ruling?

The Shaykh : If he does so, it does not suffice for him, and he is liable for the money to the one who appointed him.
