Because there is a difference between the two scenarios. The latter is a conversion from Hajj to 'Umrah to become one who combines them, while in the former, no conversion took place. So do we say that since you converted from the Hajj that became obligatory upon you by your initiation of it, it is obligatory for you to perform Hajj this year?

The Shaykh : No, no, let it be if it is obligatory. If it is obligatory, it is not permissible for him to leave it because it is an immediate obligation. No, our discussion is about voluntary Hajj. And Allah, in my opinion, allows two perspectives. The first perspective is to obligate him to perform Hajj, unless he leaves it for an excuse for which he is excused, in which case that is another matter. Why? Because we only permitted him to convert in order for him to perform Hajj. So how can he convert and then return and say, "I do not want to perform Hajj"? As for the one who was performing 'Umrah with the intention of combining it, and then after exiting the state of consecration from 'Umrah, he sees that he can perform Hajj, then there is no doubt in its permissibility. Is that clear?
