This is the ruling issued by 'Umar ibn al-Khattab, who imposed on them a compensatory Hajj and an expiation. He likened them to those who entered the state of ihram for both 'Umrah and Hajj, or for Hajj alone and then exited the state of ihram with 'Umrah. He likened them to that case, so they must perform Hajj and offer a sacrificial animal, just as the Prophet (peace and blessings be upon him) ruled for the Companions.
