The Shaykh : It is obligatory for one who is required to pay a fidyah for leaving an obligatory act or for committing a prohibited act to hasten to do so, because the commands of Allah and His Messenger are immediate unless there is evidence to the contrary. Also, a person does not know what may happen to him in the future; he may be able today and unable tomorrow, he may be healthy today and sick tomorrow, and he may be alive today and dead tomorrow. Therefore, it is obligatory to hasten.

It is to be in the Haram in Makkah, and it is not permissible anywhere else.
