If a person performs sa'y before tawaf out of ignorance, and he shortens his hair and does what one does when exiting the state of ihram, while he is still in Makkah, what is required of him? And if he leaves Makkah, what is required of him?
There is no blame on him; if he performs sa'y before tawaf, there is no blame on him. However, the recommended practice is to perform tawaf first and then sa'y. It is established that a man asked him (peace and blessings be upon him), saying: "O Messenger of Allah, I performed sa'y before I performed tawaf?" He said:
There is no harm.لا حرج
The recommended practice is to perform tawaf first and then sa'y. So if a person performs sa'y out of ignorance or forgetfulness, then performs tawaf, and then shortens his hair, the matter is complete, and praise be to Allah.
