Question:
He says: One of my friends went and performed 'Umrah, so one of the people gave him a fatwa that he should take only five hairs from his hair. He did that and returned to al-Jubayl again, and he learned that he was required to take from all of his hair. He now wants to know what he must do so that his 'Umrah is completed for him. Please advise us, and does he owe a fidyah or not? May Allah reward you with good?

Answer:
Many people are ignorant of this; many people fall into this ruling. This is because some scholars hold that taking some of the hair is sufficient, but the obligatory thing is that he takes from all of the hair. This is the stronger position: he should cover his head with shortening. So, what is prescribed for him in this situation is to shorten his hair with the intention of his Hajj or 'Umrah, and that is sufficient for him, and he owes nothing due to ignorance and the disagreement among scholars regarding this. If he takes from his hair after he has learned, that is sufficient, if Allah wills. And if he does not take, there is no blame on him, because the matter ended with his ignorance, and there is disagreement and a doubtful matter in this issue. But if he takes it as a precaution, that is good. That is to say: he should cover his head with shortening after he was informed in his town. Yes.
