Question:
Is it permissible for me to pray on behalf of a deceased person who left off his prayer for some time and did not pray?


Answer:
The prayer is not made up, the prayer is not made up. If he left it off intentionally, that is major shirk (associating partners with Allah), may Allah protect us from it. If he left it off without being aware, because his awareness was impaired, then he owes nothing.
The point is that the prayer is not made up, whether he left it off with awareness or without awareness. If he left it off with awareness and intentionally, that is major shirk (associating partners with Allah), may Allah protect us from it; he is not prayed over and not washed, and he is not a Muslim according to the correct view. As for if he left it off due to impaired awareness, meaning: because of the severity of his illness his awareness was impaired, then he owes nothing, and it is not made up.
