Question:
It is observed, Your Eminence the Shaykh, that one who abandons fasting makes it up, but one who abandons prayer does not make it up...?

Answer:
Because one who abandons prayer is a disbeliever, and a disbeliever has no remedy except repentance, as He (Exalted and Majestic is He) said:
Say to those who have disbelieved [that] if they cease, what has previously occurred will be forgiven for themقُلْ لِلَّذِينَ كَفَرُوا إِنْ يَنتَهُوا يُغْفَرْ لَهُمْ مَا قَدْ سَلَفَ
[Al-Anfal: 38]. As for one who abandons fasting, the correct view is that he does not become a disbeliever, but he is a sinner; so he must make up the fasts. Likewise, one who abandons zakah, and likewise one who abandons Hajj despite having the ability, having delayed Hajj, must repent to Allah, and he must fast, perform Hajj, and pay zakah. As for one who abandons prayer, it is the pillar of Islam; whoever abandons it commits disbelief. We ask Allah for safety.
So if Allah grants him repentance, the repentance suffices, and he owes no make-up. This is the correct view, the correct opinion of... the scholars; because the Messenger (peace and blessings be upon him) said:
The covenant that distinguishes between us and them is prayer; so whoever leaves it, he has committed Kufr.العهد الذي بيننا وبينهم الصلاة، فمن تركها؛ فقد كفر
Sunan Ibn Majah 1079Sahih (Darussalam)
And he (peace and blessings be upon him) said:
Between a man and disbelief and shirk (associating partners with Allah) is the abandonment of prayer.بين الرجل، وبين الكفر والشرك ترك الصلاة
And he did not say this regarding zakah, nor fasting, nor Hajj (peace and blessings be upon him). This indicates that prayer has a status greater than the status of zakah, fasting, and Hajj. Yes.
