You have done well; this is the correct course. She has no right to slaughter at the grave of the wali, whether in fulfillment of a vow or not. If the slaughter is for the wali, it is major shirk (associating partners with Allah), if the intention is to draw near to the wali, to so-and-so or so-and-so at the grave of al-Badawi or so-and-so, or Shaykh Abdul Qadir al-Jilani, or Ibn Arabi, or so-and-so or so-and-so. None of these is it permissible to draw near to with slaughtered animals. No one is to be called upon besides Allah, no one is to be called for aid, and no vow is to be made to them. All of this is major shirk.
Likewise, the prophets (peace and blessings be upon them) — it is not permissible for a Muslim to slaughter an animal for a prophet, to seek nearness to him, or to ask him to rescue him, or to support him, or to cure his sick person, whether it is our Prophet Muhammad (peace and blessings be upon him) or anyone else. But as for the dead, or the absent ones, or the angels, or the prophets, or the jinn, calling upon them with Allah, or seeking their aid, or making vows to them; this is not permissible. This is major shirk. The absent one is not called upon, nor the dead, nor the inanimate things like trees, stones, and idols, nor the angels. None of them are called upon with Allah, nor is their aid sought, nor are vows made to them. Rather, this is major shirk. We seek refuge in Allah from that.
But if it is through physical means with the living, like a telegram, he writes a telegram, he says: Lend me such-and-such, or he speaks to him by telephone, lend me such-and-such, or help me with such-and-such, with a living person he speaks to, or writes him a letter, this is like the living person who is present, like the one who is seen. There is no blame in that, as Allah (peace and blessings be upon him) said in the story of Musa: [al-Qasas: 15]. So people cooperate, and the living cooperate; there is no blame in that. But calling upon the dead or the absent one, because he believes that there is a secret in it, that he hears even if later, or calling upon the inanimate things like idols and stars, all of this is major shirk. Or calling upon the angels or the jinn; this is major shirk; because they are absent from you, occupied with their affairs, they are not of the kind of the one who is present before you whom you address and ask to help you with such-and-such or such-and-such.
And with this, the believer should be cautious, and stay away from the causes of shirk, and its means, and its actions. And you have done well, O questioner, in informing your mother and clarifying the truth to her. You have done well in that — may Allah bless you — yes.
