We advise you to make up these days that are upon you according to your estimate. It is obligatory for you to make up what you broke your fast for according to your estimate, and to be cautious. If you think it was seven days in each year, or eight days, make it eight. If you are in doubt whether it was eight or nine, make it nine. Act with caution and fast them all. Also, feed a poor person for each day as an addition, because of your negligence and delay in fasting. This is half a sa' (a dry measure of about 3 kg), which is approximately one and a half kilograms of dates, wheat, or rice for each day. A group of the Companions (may Allah be pleased with them) issued a ruling that one who delays fasting until another Ramadan must feed [the poor] in addition to making up the fast, if he has no excuse. And you delayed without an excuse for years.
So it is obligatory for you to repent to Allah, and to make up the fasts while feeding a poor person for each day of all those past days. May Allah help you and guide you. Yes.
