Question:
He asks and says: Among many women, there is a custom where, if a relative of her father or a relative of her mother comes, and he is not a mahram, she shakes his hand, without a barrier, or without anything on the hand. Is this permissible?

Answer:
It is not permissible for women to shake hands with men if they are not mahrams. It is obligatory to... it is obligatory to refrain from this. As for greeting with words, there is no harm; one greets with words. Greeting with words is prescribed. As for shaking hands, no. The Prophet (peace and blessings be upon him) said:
But I do not shake hands with women.إني لا أصافح النساء

And Aisha (may Allah be pleased with her) said:
By Allah, the hand of the Messenger of Allah (peace and blessings be upon him) never touched the hand of a woman; he only pledged allegiance to them with words.والله ما مست يد رسول الله يد امرأة قط، ما كان يبايعهن إلا بالكلام
.
So he (peace and blessings be upon him) did not shake hands with women who were not mahrams. As for a mahram, there is no harm in shaking hands with her sister, her aunt, or her mother; there is no harm. But her cousin, or her mother’s cousin, or her maternal uncle—meaning her maternal uncle, or her mother’s cousin, or her mother’s maternal uncle—she does not shake his hand. Her mother’s cousin, or her mother’s maternal uncle, or their neighbor—no. Even if he is a relative of her mother, if he is not a mahram, or a relative of her father, she only greets him with words: "May Allah reward you," "And peace be upon you," "How are you, so-and-so?" "How are your children?" "How is your family?" "Good?"
As for shaking hands, no. Even with a barrier, she does not shake hands, ever. Even with a barrier, shaking hands is not permissible with non-mahram men. She only shakes hands with her mahram, such as her brother, her husband, her paternal uncle, her father, and the like. Or with women; there is no harm in shaking hands with women. But to shake hands with a non-mahram man, such as her husband’s brother, or her husband’s paternal uncle, or her sister’s husband, or if one of her neighbors comes—all of this is not permissible. And in it is fitnah and evil. Yes.
