Question:
After this, a message was received for the program from the listener (H. Ramadan) and the female listener (S. Ramadan), also from Minya in Upper Egypt. Our brothers are asking your Eminence—may Allah reward you with good—about a group of people whose women do not make up the fast of Ramadan if they did not fast for a valid religious excuse. They believe that it does not need to be made up, just as prayer does not. They describe this as a major and serious problem regarding the religion. We ask your Eminence to issue a ruling on this for us, along with guiding and advising the people. May Allah reward you with good.

Answer:
It is obligatory for every believing woman to make up the fast of Ramadan if she encounters menstruation or post-natal bleeding during Ramadan. She must break her fast, and she must make it up, by the consensus of the Muslims and the consensus of the scholars. This is obligatory according to everyone, according to all the scholars of knowledge. Aisha (may Allah be pleased with her) said:
That used to happen to us during the time of the Prophet (peace and blessings be upon him), and we were ordered to make up the fast, but we were not ordered to make up the prayer.كان يصيبنا ذلك على عهد النبي ﷺ فنؤمر بقضاء الصوم، ولا نؤمر بقضاء الصلاة
So the Prophet (peace and blessings be upon him) ordered them to make up the fast if they did not fast in Ramadan due to menstruation or post-natal bleeding, but he did not order them to make up the prayer. And Allah has made things easy for His servants. Prayer is repeated five times a day, and there is hardship in making it up. So out of the mercy of Allah and His kindness—(Exalted and Majestic is He)—He dropped it from the menstruating woman and the woman with post-natal bleeding, both in performance and in making it up, for the duration of the menstruation and post-natal bleeding. She does not perform it and does not make it up, as a mercy from Allah and out of His kindness, (Exalted and Majestic is He).
As for fasting, the fast of Ramadan, He dropped it from the menstruating woman and the woman with post-natal bleeding in performance during the time of menstruation and the time of post-natal bleeding. She does not fast, but she makes it up. If menstruation comes during the day in Ramadan, she breaks her fast, and likewise in the case of post-natal bleeding she breaks her fast, and then she makes it up afterwards, by the consensus of the scholars.
So it is obligatory for all Muslims to advise one another of this, to counsel one another, and to alert the women to this matter. It is obligatory for the woman to make up the days of menstruation and the days of post-natal bleeding that she did not fast in Ramadan. And whoever leaves that, he has disobeyed Allah and His Messenger, and contradicted the consensus of the Muslims. He deserves to be disciplined and struck for this matter. The woman deserves to be disciplined by her father, her husband, and her brother if she leaves that, because this is a great evil. It is not permissible for her to leave making up the fast if she did not fast in Ramadan due to menstruation or post-natal bleeding. For it is obligatory upon her to make it up—as mentioned before—by the explicit text and the consensus. Yes.
