In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send prayers and blessings upon the Messenger of Allah, and upon his family and his Companions, and upon whoever follows his guidance. As for what follows:
There are no specific supplications that are obligatory for tawaf, sa'y, standing at 'Arafah, or being at Muzdalifah. Rather, it is prescribed for the believer to supplicate and remember Allah, and there is no limited limit. He remembers Allah by saying: "There is no god but Allah alone, with no partner. His is the dominion and His is the praise, and He is over all things competent. Glory be to Allah, and praise be to Allah, and there is no god but Allah, and Allah is the Greatest. There is no power and no strength except by Allah. Glory be to Allah and His praise, Glory be to Allah the Magnificent." He repeats this dhikr and supplicates with whatever Allah has made easy for him of supplications. He asks his Lord that Allah forgive his sins, admit him to Paradise, and save him from the Fire. He asks Allah for forgiveness and mercy for himself and his Muslim parents. If his parents are Muslim, he asks Allah for them success in hitting the truth, guidance and uprightness, and steadfastness upon the religion of Allah.
And likewise, he asks Allah for the rulers of the Muslims for success and guidance, rectification of intention and work, and rectification of the inner circle. He asks Allah for the good of this world and the Hereafter, in his tawaf, in his sa'y, in his standing at 'Arafah, in Muzdalifah, in Mina, and in every place. He asks his Lord for the good of this world and the Hereafter.
However, it is prescribed for him in tawaf to conclude every lap by saying: [al-Baqarah:201]. The Messenger of Allah (peace and blessings be upon him) did this, and this is recommended. If he leaves it, there is nothing on him. It is recommended to say this supplication, and if he does not supplicate with it and supplicates with something else, there is no blame on him. But it is recommended for him at the end of every lap between the two corners, meaning between the Yemeni Corner and the Black Stone, to say: [al-Baqarah:201]. And whenever he passes the Black Stone, he says takbir, saying: "Allah is the Greatest," or "In the name of Allah, Allah is the Greatest," in every lap. He begins with this and concludes with this. And on the way between them, he remembers Allah and supplicates as well, with whatever Allah has made easy of dhikr, praise, thanksgiving, and supplication, when he descends from al-Safa to al-Marwah, and when he returns from al-Marwah to al-Safa. He increases in the remembrance of Allah and supplication. There is nothing specific that is obligatory in that, but whatever Allah has made easy for him of good dhikr and supplication is sufficient. And likewise on the Day of 'Arafah, when he stands after the congregational prayer, Zuhr and 'Asr, he stands at 'Arafah facing the qiblah, and raises his hands in any part of it, for all of 'Arafah is a place of standing, in any place .... he raises his hands, persists in supplication, increases in supplication, and increases in sending blessings upon the Prophet (peace and blessings be upon him) .... in his supplication.

Beginning with praise and extolment, along with sending blessings upon the Prophet (peace and blessings be upon him), is among the causes of acceptance, as in the hadith of Fadalah ibn 'Ubayd (may Allah be pleased with him): that the Prophet (peace and blessings be upon him) heard a man supplicating, and he did not praise Allah, and did not send blessings upon the Prophet (peace and blessings be upon him). He said: Then he said: Bulugh al-Maram 2:207 So that indicates that if he begins with praise, glorification, and extolment of Allah, then with sending blessings upon the Prophet (peace and blessings be upon him), this is among the causes of acceptance.
And among that is: humility and turning to Allah, presence of heart, that he supplicates with a present heart, he magnifies Allah and submits to Him, and he knows that He is the One who answers supplication, and that He is generous and noble, and that the servant is poor in need of Him, and that He is the Self-Sufficient, Praiseworthy, Glorified is He. Bringing the heart to presence, and feeling that you are a humble servant, and that Allah is the Wise, the All-Knowing, and He is the High, the Great, deserving of being worshipped and submitted to. This is among the causes of acceptance.
And likewise in your prayer, in the days of Hajj and other than Hajj, you increase in supplication in prostration, and at the end of the prayer before you conclude the salam after the tashahhud. You increase in supplication as well in your prayers, because they are a place of acceptance.
This is between the adhan and the iqamah. If the adhan is called, you increase in supplication between the adhan and the iqamah, and you praise Allah, and you send blessings upon the Prophet (peace and blessings be upon him), then you supplicate. Yes.
