You say: I heard that it is better for the one who prays the two rak'ahs of Fajr to recite Surat al-Kafirun in the first and Surat
Say, "He is Allah, [who is] One,قل هو الله أحد
[Al-Ikhlas 112:1]
in the second. Is what I heard correct?

Answer:
Yes, this is the sunnah for the man and the woman to recite these two surahs in the sunnah of Fajr after al-Fatihah: in the first,
Say, "O disbelievers,قُلْ يَاأَيُّهَا الْكَافِرُونَ
[al-Kafirun: 1] after al-Fatihah, and in the second,
Say, "He is Allah, [who is] One,قُلْ هُوَ اللَّهُ أَحَدٌ
[al-Ikhlas: 1] after al-Fatihah, for the man and the woman. The sunnah is to perform it in the house for the man, and if he performs it in the mosque, there is no harm. And if he recites in them also the verse from al-Baqarah:
Say, [O believers], "We have believed in Allah and what has been revealed to usقُولُوا آمَنَّا بِاللَّهِ وَمَا أُنْزِلَ إِلَيْنَا
[al-Baqarah: 136] ... the verse, after al-Fatihah, and in the second the verse from Aal 'Imran:
Say, "O People of the Scripture, come to a word that is equitable between us and youقُلْ يَاأَهْلَ الْكِتَابِ تَعَالَوْا إِلَى كَلِمَةٍ سَوَاءٍ بَيْنَنَا وَبَيْنَكُمْ
[Aal 'Imran: 64], that is also sunnah.
