He asks and says: What is isbal, and what is its ruling?

Answer:
Isbal is: the clothing hanging below the ankles, whether the clothing is shirts, or garments, or trousers, or otherwise. If it hangs below the ankles, this is called isbal, and it is forbidden, due to the saying of the Prophet (peace and blessings be upon him):
Whatever of the Izar comes below the ankles is in the Fire.ما أسفل من الكعبين من الإزار فهو في النار
Sunan an-Nasa'i 5331Sahih (Darussalam)
Therefore, it is not permissible for a Muslim to drag his garment, or his shirt, or his lower garment, or his trousers, or his overcoat, or anything else.
The limit must be the ankle; it must not hang below the ankle. This is regarding the man. As for the woman, there is nothing wrong with her letting her clothes hang loose; in fact, it is the recommended practice (sunnah) for her to let her clothes hang until they cover her feet by a span to an arm's length, as the Prophet (peace and blessings be upon him) said. Yes.
