Answer: The Hajj is independent; it has no connection to the visit, nor is it linked to the visit. If the believer performs the Hajj as Allah has prescribed, it is complete even if he did not visit Madinah. As for visiting Madinah, it is a recommended practice (sunnah). Visiting the Prophet's Mosque is a recommended practice (sunnah). It is a voluntary act; whoever visits it receives a reward, and whoever leaves it owes nothing. This is based on his saying (peace and blessings be upon him):
One should not undertake journeys except to three mosques: al-Masque al-Haram (in Makkah ), the Aqsa mosque, or this mosque (in Madinah).لا تشد الرحال إلا إلى ثلاثة مساجد: المسجد الحرام، ومسجدي هذا، والمسجد الأقصى

One prayer in this mosque of mine is better than a thousand prayers in any other, except the Sacred Mosque, and one prayer in the Sacred Mosque is better than one hundred prayers in this mosque of mineصلاة في مسجدي هذا خير من ألف صلاة فيما سواه إلا المسجد الحرم، وصلاة في المسجد الحرام خير من مائة صلاة في مسجدي هذا

This is based on the saying of the Prophet (peace and blessings be upon him):
Whoever vows that he will be obedient to Allah, should remain obedient to Himمن نذر أن يطيع الله فليطعه

. And there is no doubt that prayer in the Prophet's Mosque is obedience, and in the Al-Aqsa Mosque is obedience, so there is no harm in fulfilling it even by traveling. But if he says: "I vow to Allah that I will pray two rak'ahs in the Quba Mosque or in the Damascus Mosque, other than the Al-Aqsa Mosque," he is not required to do so, and he is not required to travel. He is not required to travel for this; because the Messenger (peace and blessings be upon him) forbade this: traveling to pray in any mosque is sufficient. But if he specifies the three, he is required to travel: the Sacred Mosque, the Al-Aqsa Mosque, and the Mosque of the Prophet (peace and blessings be upon him). This is based on his saying (peace and blessings be upon him):
Whoever vows that he will be obedient to Allah, should remain obedient to Himمن نذر أن يطيع الله فليطعه
