Q: A question from: A. A. J. from Abha: Does the ghusl suffice in place of wudu', whether it is the ghusl for janabah or otherwise? In other words, if I perform the ghusl, is it obligatory for me to perform wudu' before prayer, or is the ghusl sufficient?

A: If the ghusl is for janabah, and the one performing it intends to remove both states of impurity: the minor and the major, it suffices for both. However, it is better to perform istinja', then perform wudu', and then complete the ghusl, following the example of the Prophet (peace and blessings be upon him). The same ruling applies to the menstruating woman and the woman with post-natal bleeding.
As for if the ghusl is for other reasons, such as the ghusl for Jumu'ah, or the ghusl for cooling off and cleanliness, it does not suffice in place of wudu', even if one intends it. This is because of the lack of sequence, which is an obligatory element of wudu', and because there is no major state of purity in which the minor state of purity can be included by intention, as is the case with the ghusl for janabah.
