Answer:
She does not perform Hajj, nor 'Umrah; because she is prohibited from going out except for a need, and she remains in her house observing her iddah ..... And when it ends, she performs Hajj—if Allah wills—then there is another matter, which is that when she finishes her iddah, some of the common people tell her: do this, and do this, enter the mosque, or wear a ring of such and such a description, all of this has no basis.
When she finishes her iddah, she changes, either by wearing other clothes, or by applying perfume, or something similar that indicates she has exited the iddah, meaning: she changes from what indicates, and points to, that she has ended it by changing her clothes to better ones, she applies perfume, she applies kohl, all of this is sufficient, as for her going out to the mosque, or visiting a specific person, or ... it has no basis, whenever she goes out she goes out, whenever she wishes she goes out, and if she travels likewise for Hajj or 'Umrah after her exit from the iddah, there is no harm.
As for during the state of iddah, during the waiting period, no, she does not travel, no Hajj, nor 'Umrah.
