Yes, yes, it is better; it is charity and maintaining family ties. Spending money on your brother, or your uncle, or someone like them among the needy, carries two rewards: the reward of charity and the reward of maintaining family ties. This is better than giving charity to a distant person. The Prophet (peace and blessings be upon him) said:
Giving charity to a poor person is charity, and (giving) to a relative is two things, charity and upholding the ties of kinship.الصدقة على الفقير صدقةٌ، وعلى ذي الرحم اثنتان: صدقةٌ وصِلةٌ
