Ruling on the prayer of one who cannot control what comes out of the two passages

Machine translationRead the Arabic original
Question:
Since I have an elderly mother who is bedridden and cannot control what comes out of the two passages, we are forced to use diapers for her. When the times for prayer arrive, she prays while sometimes being in a state of ritual impurity due to what comes out of her, which she cannot control, even for half an hour. I ask that my question be presented to His Eminence Shaykh Abdul Aziz ibn Baz.
What is the ruling on her prayer in this condition? And what is the ruling if she is unable to fast? She is afflicted with diabetes and cannot do without eating every 6 hours, nor drinking.

Answer:
She must clean herself after relieving herself and perform the ablution for prayer for every prayer, and she must take precautions for each time with something pure; based on the saying of the Prophet (peace and blessings be upon him) to the woman with irregular bleeding:
I perform wudu for the time of every prayerتوضئي لوقت كل صلاة
, and her case is like that of the one with incontinence among men and women, which is the continuous flow of urine during the time of prayer and otherwise.
As for fasting, it is not obligatory for her to fast if she is incapable and unable to fast, and she must make up the fasts after recovery, based on the saying of Allah the Exalted:
and whoever is ill or on a journey - then an equal number of other daysوَمَنْ كَانَ مَرِيضًا أَوْ عَلَى سَفَرٍ فَعِدَّةٌ مِنْ أَيَّامٍ أُخَرَ
[al-Baqarah:185], unless her illness is permanent and its cure is not expected, according to the report of the specialized doctors. In that case, she must feed one poor person for every day, and it is not obligatory for her to fast, just like the elderly man and the elderly woman who are incapable of fasting. It is permissible to combine the expiation and pay it out at the beginning or end of the month to one poor person or more. The amount of the expiation is half a sa' (a dry measure of about 3 kg) of the staple food of the country for every day, which is approximately 1.5 kilograms and a half, and success is from Allah.
