Question:
Your Eminence, Shaykh Abdulaziz ibn Abdullah ibn Baz, may Allah grant you understanding.
Peace be upon you, and Allah’s mercy and blessings, and after that:
We have a patient who is bedridden and cannot relieve himself without the help of others. It is difficult for him to perform istinja' (cleaning oneself after relieving oneself) and to purify his body and clothes in the manner required by the Shari'ah. He cannot perform wudu' (the ablution for prayer) without the help of others, and it is done with difficulty.
Is it permissible for him to perform tayammum (dry ablution with clean earth)? And if he is unable to achieve complete ritual purity, does he pray to the best of his ability? And is it permissible for him to combine the prayers, or to pray one at the end of its time and the other at the beginning of its time?
We have already informed him that he should pray to the best of his ability and not abandon the prayer. He is currently hesitant about praying and does not perform it out of fear that it will not be accepted. He needs a letter from your eminence stating that the prayer is accepted in his aforementioned condition.
We hope for your eminence's answer regarding how he should purify himself and pray, so that it may be presented to him to enable him to perform the prayer in the correct manner. May Allah reward you with good.

Answer:
And upon you be peace, and Allah’s mercy and blessings, after that:
It is obligatory for the aforementioned sick person to pray the five prayers in their times. There is no harm in combining the Zuhr (the midday prayer) and 'Asr (the afternoon prayer) in the time of one of them, and combining the Maghrib (the sunset prayer) and 'Isha' (the night prayer) in the time of one of them.
There is no objection to using stones, clay, or clean tissues to clean oneself from urine and feces three times or more until the area is purified. He must not reduce the number of times in the cleaning process. If he is unable to perform the ablution with water because there is no one to assist him, he should perform dry ablution with clean earth and pray; as Allah the Exalted said:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[Surat al-Taghabun:16], and His saying:
Allah does not charge a soul except [with that within] its capacityلَا يُكَلِّفُ اللَّهُ نَفْسًا إِلَّا وُسْعَهَا
[Surat al-Baqarah:286], and the saying of the Prophet (peace and blessings be upon him) to 'Imran ibn Husayn (may Allah be pleased with him):
offer prayer in standing condition; if you are unable to do so, then in sitting condition: if you are then at your sideصل قائمًا، فإن لم تستطع فقاعدًا، فإن لم تستطع فعلى جنب، فإن لم تستطع فمستلقيًا
