Answer: If you know the owner, send it to them and seek their permission to keep it. If you, the questioner, do not know the owner, then it is obligatory for you to give it in charity to the poor and needy with the intention that it be on behalf of the owner. May Allah forgive us and you, along with repentance and turning back to Allah (Glorified and Exalted is He), and not returning to such an act. It was obligatory for you to announce it at that time, calling out: "Who owns this money? Who owns this money? Who owns this money?" Then, if you did not find the owner, you should have handed it over to the officials in Makkah responsible for lost property. But now, since a long time has passed, you must give it in charity on behalf of the owner, along with repentance and seeking forgiveness.
