The answer: The one who asks and the one who does not ask, as mentioned by the scholars. The one who asks is the one who asks, raising his hand and asking.
And the one who does not ask is the one who exposes himself, showing a desire to be given, but he does not raise his hand and does not ask.
And the one who does not give charity from the sacrificial animal has left off an obligatory matter; because Allah said:
So eat of them and feed the miserable and poor.فَكُلُوا مِنْهَا وَأَطْعِمُوا الْبَائِسَ الْفَقِيرَ
[Al-Hajj:28] ..
and feed the needy and the beggarوَأَطْعِمُوا الْقَانِعَ وَالْمُعْتَرَّ
[Al-Hajj:36], so it is obligatory to give from the gift, and to give some of the sacrificial animal, and to give charity from it. And if he divides it into three parts: he gives charity with one third, eats one third, and gives one third as a gift to some of his relatives and neighbors, and this is good. And if he eats it all, he should pay the equivalent of a part of it to give as charity, equivalent to what he ate of the right of the poor. Yes.
