The questioner Abdullah Sa'd from Riyadh says: In the hadith
When the first night of Ramadan comes, the satans and mischievous jinns are chained upإذا دخل رمضان؛ صفدت الشياطين، ومردة الجن

, does that mean that after Ramadan they succeed in what they succeed in, and are able to cause the deviation of the human being?

Answer:
The Shayatins are given authority over the human being, as Allah the Exalted said:
Indeed, Satan is an enemy to you; so take him as an enemy.إِنَّ الشَّيْطَانَ لَكُمْ عَدُوٌّ فَاتَّخِذُوهُ عَدُوًّا
[Fatiha: 6] And He the Exalted said:
And if an evil suggestion comes to you from Satan, then seek refuge in Allahوَإِمَّا يَنزَغَنَّكَ مِنَ الشَّيْطَانِ نَزْغٌ فَاسْتَعِذْ بِاللَّهِ
[Al-A'raf: 200] And He said -Exalted and Majestic is He-:
And thus We have made for every prophet an enemy - devils from mankind and jinn, inspiring to one another decorative speech in delusion. But if your Lord had willed, they would not have done it, so leave them and that which they invent.وَكَذَلِكَ جَعَلْنَا لِكُلِّ نَبِيٍّ عَدُوًّا شَيَاطِينَ الإِنسِ وَالْجِنِّ يُوحِي بَعْضُهُمْ إِلَى بَعْضٍ زُخْرُفَ الْقَوْلِ غُرُورًا وَلَوْ شَاءَ رَبُّكَ مَا فَعَلُوهُ فَذَرْهُمْ وَمَا يَفْتَرُونَ
[Al-An'am: 112].
So the Shayatins from among humans and jinn are given authority, and it is obligatory for the believer to guard against their evil by asking Allah for well-being, and seeking refuge in Allah from their evil, and striving in the obedience of Allah and His Messenger, and being cautious of what Allah and His Messenger have forbidden; perhaps Allah will save him from them. And he should not be lax, rather he must guard against the evil of the Shayatins from among humans and jinn, and seek refuge in Allah from their incitements, and their evils, and he should take his precaution constantly, as Allah the Exalted said:
O you who have believed, take your precautionيَا أَيُّهَا الَّذِينَ آمَنُوا خُذُوا حِذْرَكُمْ
[An-Nisa: 71].
So he guards against the Shayatins, and guards against obeying them, and guards against their whispers, and guards against what they suggest from the Shayatins of humans and jinn. And let him have two scales; the Book and the Sunnah. He presents what comes to his mind, and what his soul whispers to him, to the Book and the Sunnah. So whatever the Book of Allah, or the Sunnah of His Messenger (peace and blessings be upon him), or the consensus of the scholars permits; he takes it. And whatever appears to him that the Book forbids, or the Sunnah forbids; he leaves it.
Thus the believer presents his matters to the Book of Allah and the Sunnah of His Messenger. Allah -Exalted and Majestic is He- said:
And if you disagree over anything, refer it to Allah and the Messengerفَإِنْ تَنَازَعْتُمْ فِي شَيْءٍ فَرُدُّوهُ إِلَى اللَّهِ وَالرَّسُولِ
[An-Nisa: 59], and He the Exalted said:
And in anything over which you disagree - its ruling is [to be referred] to Allah.وَمَا اخْتَلَفْتُمْ فِيهِ مِنْ شَيْءٍ فَحُكْمُهُ إِلَى اللَّهِ
[Ash-Shura: 10].
As for if he is a layperson who asks the scholars, if he is not able to weigh the evidence, and does not know how to weigh the evidence; he asks the scholars of his time, even if it requires traveling to them. He asks the scholars of the Sunnah, the scholars of truth who are known, he asks the scholars known for knowledge, virtue, sound creed, and scrupulousness. He seeks to ask the best of them, and the most excellent of them, about what is difficult for him. So the great, important matters must be cared for, he must care for them, and not be lax in fatwas. Rather, he must care to ask the scholars known for fear of Allah, and awe, and good creed, and beneficial knowledge; so that they guide him to what Allah has prescribed, and what Allah has made obligatory, and what Allah has forbidden.
As for if he has knowledge, and insight; then he looks at the evidences of the Shari'ah, and cares for the evidences of the Shari'ah, then he takes what he sees as the stronger, and closer to the truth. Yes.
