Question:
He says: It has been reported that a woman is permitted to cut her hair, upon entering the state of ihram for Hajj, by the length of a finger joint. Is it permissible for her to cut her hair when she is not in the state of ihram for Hajj? And if it is permitted, what is the permissible amount?

Answer:
The cutting is not done during the state of ihram, but rather after the state of ihram, and after the tawaf and sa'y. During the state of ihram, it is not prescribed for her to cut, neither for her nor for the man. The cutting is after the tawaf and sa'y. In 'Umrah, she cuts the length of a finger joint from each lock of hair, the length of a finger joint, a small amount. Likewise in Hajj, when she throws the pebbles on the day of 'Id, it is prescribed for her to cut the length of a finger joint from each lock of hair. And if the hair is all gathered, if all the hair is gathered, she cuts a little from the ends of the hair. The man likewise cuts a little from the ends of his, either shortening it all over or shaving it all. As for her, she does not shave; shaving is not for her. But she cuts the length of a finger joint from each lock of hair, or the length of a finger joint from the general hair, if it is all gathered.

There is no harm in her cutting from her hair when not in the state of ihram, if it is abundant, to lighten the burden, to reduce the trouble, or by agreement with her husband for the sake of adornment, making it shorter than the known length, even though there is beauty in the length. So if she agrees with her husband to cut some of it, there is no blame on her. It is established from the wives of the Prophet (peace and blessings be upon him) after his death (peace and blessings be upon him): that they cut their heads and shortened their heads, to lighten the burden. So if a woman wants to cut from her head to lighten the burden, or for other reasons she and her husband consider to be more complete in adornment, there is no harm.
But she is not to shave; rather, it is the cutting that she sees as adornment and beauty for her, without the intention of imitating the disbelieving women or the men. It is not permissible for a woman to imitate the men or the disbelieving women. But a cutting that does not make her imitate these or those. And if she has a husband, it is necessary to consult with her husband regarding that. Yes.
