The questioner : Some people, in the Fajr prayer, if they enter the mosque before the iqamah, pray a number of rak'ahs, four or more, and it is known that the sunnah of Fajr is two rak'ahs. Is that permissible?

The Shaykh : If it is four with one taslim... and he did so intentionally, then it is invalid. The prayer is invalid due to the saying of the Prophet (peace and blessings be upon him):
Prayer by night and day should consist of pairs of rak'ahs. صلاة الليل والنهار مثنى مثنى

Just as if he prayed Fajr with four rak'ahs intentionally, his prayer is invalid, so likewise if he prayed the voluntary prayer at night or during the day with four rak'ahs, his prayer is invalid.
As for if the four are with two taslims, then this is contrary to the sunnah, because it is better not to pray between the adhan and the iqamah in Fajr except for the sunnah of Fajr only. But if he prayed the sunnah in his house and then came to the mosque, we would tell him: do not sit until you pray two rak'ahs as the greeting of the mosque.
