Question:
From the village of Abu al-Haynan in the Northern Region, a letter was sent by one of the brothers from there. Your brother Salim Sulayman asks your Eminence: Is it obligatory for every Muslim to perform ablution for every prayer, whether obligatory or voluntary, even if he has not broken his state of purity?

Answer:
It is not obligatory for him to do so; he only performs ablution if he is in a state of ritual impurity. This is based on the saying of the Exalted:
O you who have believed, when you rise to [perform] prayer, wash your faces and your forearms to the elbowsيَا أَيُّهَا الَّذِينَ آمَنُوا إِذَا قُمْتُمْ إِلَى الصَّلاةِ فَاغْسِلُوا وُجُوهَكُمْ وَأَيْدِيَكُمْ إِلَى الْمَرَافِقِ
[Al-Ma'idah: 6]. The intended meaning is if they are in a state of ritual impurity, meaning: if you are in a state of ritual impurity. This is the intended meaning according to the scholars in their most correct opinion—may Allah have mercy on them. As for if he is in a state of ablution, he prays with that ablution for two prayers or more. The Prophet (peace and blessings be upon him) used to pray multiple prayers with a single ablution—(peace and blessings be upon him). Yes.
