What is the ruling on Hajj for one who is unable to walk?

Question:
This questioner, Fahd from Hail, says: Your Eminence! I am forty-two years old, and until now I have not performed the obligatory Hajj, due to reasons, which are that I am short in stature, weak in body, and unable to walk. Please guide me in light of this question?

Answer:
You must perform Hajj, even if you are short in stature. Walking is not a barrier. You can circumambulate in a vehicle, and praise be to Allah, in a vehicle, you circumambulate in a vehicle, and praise be to Allah, and you perform the sa'y in it, and seek help from Allah if you are able in terms of money.

The presenter: Your Eminence, is it permissible for him to appoint a proxy?

The Shaykh: No, he must perform Hajj himself, as long as he is in a state of ..... he performs Hajj himself; because walking is not a barrier, weakness in walking is not a barrier, yes. He can ride in a car, or in an airplane, or be carried in a vehicle, he moves by vehicle in the tawaf and sa'y, praise be to Allah, yes.
