Question:
Our brother (A. F. G.) asks: What is the ruling on one who intends to commit a sin in the Noble Makkah, but does not carry it out? Is he considered like one who committed it? And do residence in the Noble Makkah and the Blessed al-Madinah have specific etiquettes and rulings?

Answer:
One who intends a sin in the Sacred Makkah Haram deserves punishment; this is specific to the Makkah Haram. For Allah the Exalted says:
and [also] whoever intends [a deed] therein of deviation [in religion] or wrongdoing - We will make him taste of a painful punishment.وَمَنْ يُرِدْ فِيهِ بِإِلْحَادٍ بِظُلْمٍ نُذِقْهُ مِنْ عَذَابٍ أَلِيمٍ
[Al-Hajj: 25]. This is a severe warning, indicating that if one intends a sin, even if he does not commit it, he deserves punishment. Therefore, it is obligatory for one who is in Makkah to be cautious, and likewise in al-Madinah, caution is required; because the Messenger of Allah (peace and blessings be upon him) made al-Madinah sacred just as Ibrahim made Makkah sacred. So it is obligatory to be cautious of all sins, the intention to commit them, and the resolve to commit them.
As for places other than Makkah and al-Madinah, one is not held accountable for the intention alone. If one intends an evil deed but does not do it, it is not recorded against him. If he does it, one evil deed is recorded. If he leaves it for the sake of Allah, a good deed is recorded for him, as stated in the authentic hadith from the Prophet (peace and blessings be upon him).
So if a person intends an evil deed in any place—other than Makkah and al-Madinah—he is in one of three states. The first: he intends the evil deed, then leaves it due to distraction; in this case, nothing is required of him. The second: he intends it, then leaves it for the sake of Allah, out of fear of Allah; in this case, a good deed is recorded for him. The third: he intends it and does what he can of the evil act; in this case, he is held accountable for it, based on the authentic hadith. He (peace and blessings be upon him) said:
When two Muslims confront each other with their swords, both the slayer and the slain are doomed to Hell-Fire.إذا التقى المسلمان بسيفيهما؛ فالقاتل، والمقتول في النار
Sahih Muslim 2888b
It was said: O Messenger of Allah! This is the killer, so what about the one who was killed? He said:
The killed one was eager to kill his opponent.لأنه كان حريصًا على قتل صاحبه
Sahih al-Bukhari 6875
Meaning: he had done things. So likewise, if a person intends an evil deed, breaks the seal, and attempts to take the money, he sins by these things; because they are all forbidden for him. Yes.
