Answer:
Yes, it is obligatory for one who resides in them to be more cautious of sins and evil deeds than he is in other places. It is obligatory for one who resides in them to be more cautious of sins and evil deeds than if he resided elsewhere; because sins in them are great, and their sin is greater. Even if it is one sin in every place, a sin in Makkah is greater in sin than a sin in Ta’if, or Riyadh, or Abha, or America, or elsewhere. And a good deed in Makkah is greater than a good deed in other places; it is multiplied. Likewise, in al-Madinah it is multiplied many times over, in quantity and quality. But the sin is multiplied in quality, not in quantity. The sin in Makkah and al-Madinah is multiplied in terms of quality, in terms of the greatness of the sin, not in terms of multiplication. The sin is one. So whoever resides in al-Madinah or Makkah, what is obligatory upon him is to be cautious of evil deeds, to strive to stay away from them, and to be safe from their causes. It is prescribed for him to strive in good deeds and righteous works. Yes.
