Question:
The listener (S. H. N.) from the Arab Republic of Egypt sent a message containing a collection of questions, stating: He noticed that their imam in the tarawih prayer, between every four rak'ahs, recites the surah
Say, "He is Allah, [who is] One,قل هو الله أحد
[Al-Ikhlas 112:1]
three times in a collective manner. Is this practice prescribed?

Answer:
No, this is a religious innovation (bid'ah); it is not permissible. As for taking a brief rest after... two taslims... a short rest is fine. However, reciting
Say, "He is Allah, [who is] One,قل هو الله أحد
[Al-Ikhlas 112:1]
or anything else collectively or individually, or reciting it aloud, is a religious innovation (bid'ah). One should sit to rest and then stand up, without introducing an innovation, whether by reciting
Say, "He is Allah, [who is] One,قل هو الله أحد
[Al-Ikhlas 112:1]
or anything else, or by performing specific collective acts or reciting them aloud to inform the people without evidence.
Therefore, the conclusion is that he only sits to rest and then stands up if he wishes. As for reciting
