Question:
We all know the blessings that Allah has bestowed upon us (Glorified and Exalted is He) , and among these blessings is the blessing of sight. Is it permissible for a doctor, a nurse, a patient, or a patient’s companion to look at the nurses by virtue of his work or by virtue of his need to ask them for certain things?

Answer:
Allah the Exalted says:
Tell the believing men to reduce [some] of their vision and guard their private partsقُلْ لِلْمُؤْمِنِينَ يَغُضُّوا مِنْ أَبْصَارِهِمْ وَيَحْفَظُوا فُرُوجَهُمْ
[Surat al-Nur: 30], and the Prophet (peace and blessings be upon him) said to 'Ali regarding a sudden glance:
Do not give a second look, Ali, (because) while you are not to blame for the first, you have no right to the second.اصرف بصرك، فإنَّ لك الأولى، وليست لك الأخرى

, if a woman surprises you, avert your gaze. So neither the doctor nor anyone else is to look, but rather he should lower his gaze, and ask for what he wants while lowering his gaze and without fixing his gaze on her, but rather he should ask for what he wants from her when necessity calls for it.
It was previously stated that it is obligatory for the nurses to be attached to the women, and for the male nurses to be attached to the men, and that it is obligatory that he not have a female secretary or a female nurse attached to him; it is obligatory that the attendants to the doctor be men: a secretary, a nurse, and so on; so that he may stay away from fitnah (trial, discord or temptation), and so that she too may be safe from fitnah, and that the female doctors be for the women, with the female nurses accompanying them.
But if he is afflicted with something of this: a nurse or a female doctor, and necessity calls for him to speak to her, then she must observe hijab (the covering prescribed for women), and he must lower his gaze. She must cover herself with a burqa or the like, and he must lower his gaze if she does not cover herself, and he must ask her and speak to her about what he wants while averting his gaze.
