Answer: There is no doubt that what this young man says is said by others, and there is no doubt that it is a serious disease in any society. There is also no doubt that it is obligatory for the girls to fear Allah in this matter, and to strive to cover their bodies with covering clothes, and to veil themselves from men in terms of the entire body and the head, so that they do not cause fitnah (temptation) for people, and so that young men and others do not become attached to them, which would lead to the incident of fornication and transgressing the forbidden limits. This is the obligation of all girls wherever they are. They must all fear Allah, and strive with all effort to observe the hijab and cover the entire body. They must not expose the head, the face, the chest, or anything else. They should be covered and veiled with good covering that conceals their charms and their body, so that they do not harm themselves, nor harm the young men who may look at them.
And upon the men, whether they are young or not, it is obligatory that they fear Allah, lower their gaze, and strive against their souls in this matter; for Allah the Exalted said: [Al-Nur: 30].
And when the Prophet (peace and blessings be upon him) was asked about the sudden glance, he said:Musannaf Ibn Abi Shaybah 6:1183. So if a man is suddenly faced with the sight of a woman without intention, such as if she comes out of a street in front of him, or if she gets out of a car and he did not notice her, then he must avert his gaze after that. He has no right to follow the glance with another glance. Rather, it is obligatory for him to avert his gaze and lower it. And it is the same for her. It is not permissible for her to be lax in her clothing as some women do. Rather, she must cover her body in her house if her husband’s brother, or her husband’s uncle, or the like is with her. And in the markets, she must cover her body from all the men in the market so that she does not cause fitnah and is not a cause of fitnah. This is her obligation. And Allah the Exalted and Majestic says regarding women: [Al-Nur: 31], the verse. So she has no right to expose her adornment except to these mahram (close relatives). As for non-mahram men, no. She must cover herself and be modest. And He the Glorious and Exalted said: [Al-Ahzab: 53].
So covering and veiling is purer for the hearts of everyone, purer for the hearts of men, and purer for the hearts of women. وَلا يُبْدِينَ زِينَتَهُنَّ إِلَّا لِبُعُولَتِهِنَّ أَوْ آبَائِهِنَّ أَوْ آبَاءِ بُعُولَتِهِنَّAnd when you ask [his wives] for something, ask them from behind a partition. That is purer for your hearts and their hearts.
