Question:
A man performed Hajj more than once, but did not perform the Sa'y of Hajj; he thought that the Tawaf al-Ifadah was sufficient for him, and that the Sa'y is only for those other than the people of Makkah and for the one who is in the state of Ihram. He is an Egyptian who has been residing in Makkah for many years.

Answer:
This is a great error. It is obligatory to perform the Sa'y. Although there is another opinion that the Sa'y is a recommended practice, and another opinion that it is obligatory and is made up with a sacrificial animal, the correct view is that it is a pillar of Hajj. Therefore, he must perform the Sa'y for the number of Hajj pilgrimages in which he left it off, with the intention, and that is sufficient, and praise be to Allah. He must perform the Sa'y for the number of Hajj pilgrimages: three times if he performed Hajj three times, and four times if he performed it four times, and so on, with the intention for the first, the second, and the third, and praise be to Allah. He must repent and seek forgiveness. If he has a wife whom he had intercourse with, he must offer a sacrificial animal for each Hajj, for having had intercourse before performing the Sa'y, if he is able. If he is unable, he must fast ten days for each sacrificial animal.
