Q: I performed the obligatory Hajj this year. I entered the state of ihram as a mutamatti', performed 'Umrah, and exited the state of ihram. Then I performed the rites of Hajj after entering the state of ihram for it. However, I left off the Sa'y after performing the Tawaf of Ifadah, intending to do it with the Tawaf of Farewell. Due to the heavy crowds, and before the Tawaf of Farewell, I changed my intention from tamattu' to qiran and performed the Tawaf of Farewell
only, without performing the Sa'y.
Please issue a ruling on my action: is it permissible or not, and what is required of me?

A: It is obligatory for you to return to Makkah and perform the Sa'y of Hajj, because it remains a debt upon you, and your Hajj is not complete except with it. You remain in the state of tamattu' and your last intention does not convert it to qiran. If you engaged in sexual intercourse during this period, you must slaughter a sheep in Makkah and distribute it to the poor of the Haram . You must also perform the Tawaf of Farewell, because your first Tawaf of Farewell was not valid, as the rites of your Hajj were not completed.
