Question: I am a resident of Makkah. I performed Hajj last year and did the tawaf, but I did not do the sa'y. What is the ruling?

Answer: You must perform the sa'y, and this was a mistake on your part. The sa'y is obligatory whether you are from the people of Makkah or from elsewhere. One must perform the sa'y after the tawaf, after descending from 'Arafah: one performs the tawaf and then the sa'y. Therefore, the one who left off the sa'y must perform it now. If he has had intercourse with his wife, he must sacrifice an animal in Makkah for the poor, because he will not achieve the second state of release except by performing the sa'y. So he must perform the sa'y now with the intention of his previous Hajj, and he must offer a sacrificial animal if he has had intercourse with his wife.
