Question:
If a person is from the people of Riyadh and goes to al-Madinah as a visitor, from where does he enter the state of ihram if he intends to perform 'Umrah?

Answer:
From the miqat of al-Madinah. If he intends to perform 'Umrah while he is in al-Madinah, he enters the state of ihram from the miqat of al-Madinah. If he intends to perform 'Umrah while he is in al-Ta'if, he enters the state of ihram from the miqat of al-Ta'if. If he intends to perform 'Umrah while he is in Yemen, he enters the state of ihram from the miqat of Yemen.
Q: And he is in Riyadh, may Allah reward you?
A: Yes, as long as he is heading to al-Madinah, he enters the state of ihram from the miqat of al-Madinah.
