This falls under the category of warnings (wa'id) according to the scholars. Whoever meets Allah while He is angry with him, Allah has made the Fire obligatory for him and forbidden Paradise to him. It is all from the category of warning and admonition.
And the warning may be forgiven by Allah for the one warned because of his many good deeds, and because of the intercession of the intercessors; for he is a monotheist, so he may be forgiven. For this reason, he (peace and blessings be upon him) said: :
Indeed, Allah does not forgive association with Him, but He forgives what is less than that for whom He willsإِنَّ اللَّهَ لَا يَغْفِرُ أَنْ يُشْرَكَ بِهِ وَيَغْفِرُ مَا دُونَ ذَلِكَ لِمَنْ يَشَاءُ
[al-Nisa: 48], meaning: what is less than shirk (associating partners with Allah); all sins fall under this.

A: Yes, when seeking a ruling or when there is a need, it is clarified. The Prophet (peace and blessings be upon him) and the Qur'an stated them generally for the purpose of warning and restraining.
