A: Yes, the scholars have stated that this prohibition applies to it, and the Prophet (peace and blessings be upon him) said:
Do not drink from vessels of gold or silver, and do not eat from their platters, for they are for them in this world, and for you in the Hereafter.لا تشربوا في آنية الذهب والفضة، ولا تأكلوا في صحافهما، فإنها لهم في الدنيا، ولكم في الآخرة
As-Sunan al-Kubra lil-Nasa'i 47:36
It is agreed upon as authentic.
And he (peace and blessings be upon him) said:
The one who eats or drinks in a vessel of gold or silver is merely dragging fire of Hell in his belly.الذي يأكل أو يشرب في إناء الذهب والفضة إنما يجرجر في بطنه نار جهنم
Al-Musnad of Muslim included it in his Sahih. And al-Daraqutni reported it and graded it hasan, and al-Bayhaqi reported it from Ibn Umar (may Allah be pleased with them both) as marfu':
If anyone drinks from a vessel of gold or silver, or one containing something of that nature, the fire of jahannam will bubble in his belly.من شرب في إناء ذهب أو فضة، أو في إناء فيه شيء من ذلك، فإنما يجرجر في بطنه نار جهنم

And because the plated item contains the adornment and beauty of gold, it is prohibited and not permissible by the text of this hadith. And so it is with small vessels like tea cups, coffee cups, and spoons; it is not permissible for them to be made of gold or silver. Rather, one must stay away from that. And if Allah grants wealth to the servants, the obligatory thing is to adhere to the Shari'ah of Allah and not go beyond it. And if he has an excess, let him spend it on the needy servants of Allah, and let him not be extravagant or wasteful.
