Q: What is your opinion, Your Eminence, regarding a man who used ruqyah (healing by Qur'anic recitation) and did not find it beneficial, so he turned to sorcery, saying: "It does no harm as long as it does not cause any problems?"

A: Sorcery is an abomination and disbelief. If the patient was not cured by the recitation, medicine also does not guarantee a cure; for not every treatment is beneficial and achieves the intended result. Allah may delay the cure for a long period, or a person may die from this illness. It is not a condition of treatment that the person be cured, and that is not an excuse for one who was treated by a person with recitation and did not see a cure to turn to sorcerers. The person of legal capacity is commanded to resort to the lawful and permissible means, and is prohibited from resorting to the forbidden means, as the Prophet (peace and blessings be upon him) said:
so treat yourselves medically, but use nothing unlawfulعباد الله! تداووا، ولا تداووا بحرام

It was also narrated from him (peace and blessings be upon him) that he said:
Allah did not make your cure in what He made Haram (unlawful) to you.إن الله لم يجعل شفاءكم فيما حرم عليكم

So all matters are in the hand of Allah (Glorified and Exalted is He); He is the One who cures whom He wills, and decrees death and illness upon whom He wills, as He (Glorified and Exalted is He) said:
And if Allah should touch you with adversity, there is no remover of it except Him. And if He touches you with good - then He is over all things competent.وَإِنْ يَمْسَسْكَ اللَّهُ بِضُرٍّ فَلا كَاشِفَ لَهُ إِلا هُوَ وَإِنْ يَمْسَسْكَ بِخَيْرٍ فَهُوَ عَلَى كُلِّ شَيْءٍ قَدِيرٌ
[Al-An'am: 17]. And He (the Exalted) said:
And if Allah should touch you with adversity, there is no remover of it except Him; and if He intends for you good, then there is no repeller of His bountyوَإِنْ يَمْسَسْكَ اللَّهُ بِضُرٍّ فَلا كَاشِفَ لَهُ إِلا هُوَ وَإِنْ يُرِدْكَ بِخَيْرٍ فَلا رَادَّ لِفَضْلِهِ
[Yunus 10:107]

So the Muslim must have patience and hope for reward, adhere to the means that Allah has made permissible for him, and beware of what Allah has forbidden for him, while believing that the decree of Allah is effective and His (Glorified and Exalted is He) command has no refuter, as He (peace and blessings be upon him) said: :
His command is only when He intends a thing that He says to it, "Be," and it is.إِنَّمَا أَمْرُهُ إِذَا أَرَادَ شَيْئًا أَنْ يَقُولَ لَهُ كُنْ فَيَكُونُ
[Ya-Sin: 82], and He (Glorified and Exalted is He) said:
And you do not will except that Allah wills - Lord of the worlds.وَمَا تَشَاءُونَ إِلا أَنْ يَشَاءَ اللَّهُ رَبُّ الْعَالَمِينَ
[Al-Takwir: 29], and the verses in this meaning are many.
