Answer: Tawakkul combines both matters. Tawakkul combines two things:
The first is: relying upon Allah and believing that He is the Creator of the causes, that His decree is effective, and that He has decreed the affairs, counted them, and written them, Blessed and Exalted is He.
The second thing is: taking the means. It is not part of tawakkul to neglect the means; rather, part of tawakkul is taking the means and acting upon them. Whoever neglects them has contradicted the Shari'ah of Allah and His decree. Allah, Blessed and Exalted is He, commanded the means and encouraged them, and He commanded His Messenger (peace and blessings be upon him) to do so. Therefore, it is not permissible for a believer to neglect the means. Rather, one is not truly relying upon Allah except by taking the means. For this reason, marriage was legislated for the attainment of children, and intercourse was commanded. If someone among the people were to say: "I do not marry and I wait for a child without marriage," he would be counted among the insane. This is not the way of people of intellect. Likewise, one does not sit in the house or in the mosque seeking charities and seeking sustenance to come to him. Rather, it is obligatory for him to strive and work, and to exert himself in seeking lawful sustenance.
And Mary (may Allah be pleased with her) did not neglect the means, and who said that? Allah said to her: [Maryam:25] So she shook the palm tree and took the means until the fresh dates fell, so it is not part of her action to leave the means, and the presence of provision with her and the fact that Allah honored her by making some provisions available to her and honoring her with some provisions, does not indicate that she neglected the means, rather she worships and takes the means and acts upon the means, and if Allah grants some of the miracles to some of His awliya (close friends of Allah) from the people of faith, this is from His grace , but it does not indicate neglecting the means, and it is established from him (peace and blessings be upon him) that he said: Sahih Muslim 2664, Allah the Exalted said: [al-Fatihah:5].

وَهُزِّي إِلَيْكِ بِجِذْعِ النَّخْلَةِ تُسَاقِطْ عَلَيْكِ رُطَبًا جَنِيًّاcherish that which gives you benefit (in the Hereafter) and seek help from Allah and do not lose heart
احرص على ما ينفعك، واستعن بالله ولا تعجزنIt is You we worship and You we ask for help.
إِيَّاكَ نَعْبُدُ وَإِيَّاكَ نَسْتَعِينُ
