He sent this message, saying: My father is a Bedouin nomad who raises livestock, and I used to tend the sheep for him. One day during the blessed month of Ramadan, while I was grazing the sheep, I encountered a girl who was also grazing her sheep. The time was between Dhuhr and 'Asr. I sat with her, and we exchanged conversation, which led to joking and teasing during that day in the month of Ramadan. Consequently, what happened happened, without me approaching this girl. He asks about the ruling on this during the day in Ramadan?
Answer: As for the ruling, it is not permissible; because she is a non-mahram woman, and he has no right to converse with her in a manner that arouses desire, which may lead to fitnah and zina. Rather, one must be cautious to avoid that.
As for passing conversation that contains no sin and does not lead to immorality, such as asking her about her family, or asking her about good grazing land, or about water, or similar matters that do not lead to fitnah, there is nothing wrong with that.
As for teasing and things related to immorality that lead to zina and cause one to fall into what is wrong, these are things that are not permissible.
As for the fast, his fast is valid; his fast is valid if no semen comes out of him.
