Also: Our shaykhs have informed us that the Sunnah during the recitation of the Qur'an in prayer, whether silent or loud, is to read the surahs of the Qur'an in the order of the mushaf, so it is not permissible to reverse the order of the Qur'an. For example, one reads Surat al-Kafirun in the first rak'ah and Surat al-Zalzalah in the second rak'ah. But unfortunately, many of the brothers who step up to lead the prayer in the absence of a qualified imam do not adhere to this point. What is the correct position in this matter? May Allah reward you with good.
Answer: It is better for the reciter in prayer and otherwise to adhere to the mushaf and to order his recitation according to what is in the mushaf. This is the best and this is what is prescribed, so that there is no discrepancy, just as the Companions (may Allah be pleased with them) arranged it . However, if one reads a surah before another, there is no blame on him. The best and most preferable is to order it according to what is in the mushaf: he reads al-Baqarah, then Ali 'Imran, then al-Nisa, and so on. This is the best. But if he reads (Say, O you disbelievers) in the first rak'ah, and then reads al-Duha or al-Tin or something similar in the second, there is no blame on him. It is established from him (peace and blessings be upon him) that he read al-Baqarah, then al-Nisa, then Ali 'Imran in some of the nights, placing al-Nisa before Ali 'Imran. And it is established from 'Umar that he read al-Nahl in one of the two rak'ahs and read Surat Yusuf in the second.
So the conclusion is: there is no blame in this, but it is better to adhere to the order of the Companions. This is the best so that there is no discrepancy. He orders his recitation as it is ordered in the mushaf. This is the best.
