The fifth question of Fatwa No. ( 4497 ):
Q5: I have heard some people talk about the compilation of the Qur'an and say: It is compiled according to the order of revelation, and the current compilation is the work of the Caliph Abu Bakr (may Allah be pleased with him). Is it permissible to compile the Qur'an according to the order of its revelation, and what is the ruling on the current compilation in the Mushaf?
A5: It is obligatory to adhere to the arrangement of the Qur'an in its surahs and verses as it currently exists, and it is not permissible for anyone to transgress by changing its order. The Companions received the arrangement of its verses from the Messenger of Allah (peace and blessings be upon him) and they reached consensus on it. It is an arrangement based on the explicit text of the Messenger of Allah (peace and blessings be upon him), and the arrangement of its surahs is based on the ijtihad (independent legal reasoning) of the Companions (may Allah be pleased with them). We advise the reader to learn it, recite it frequently, reflect upon it, act upon what is in it, and call people to it in its current compilation, while paying attention
to the Sunnah of the Messenger of Allah (peace and blessings be upon him), preserving it, and acting upon it; for it is the second revelation and explains what may be hidden in the meanings of the speech of Allah (Glorified and Exalted is He). And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
