A questioner from Sudan (M. A. A. A.) says: As stated in the Sunnah, it is not permissible for a man to shake hands with a non-mahram woman. If a woman places her garment over her palm, is it permissible to shake hands in such a case?
Answer: It is not permissible to shake hands with women. The Prophet (peace and blessings be upon him) said:
But I do not shake hands with women.إني لا أصافح النساء

Aisha (may Allah be pleased with her) said:
By Allah! The hand of the Messenger of Allah (peace and blessings be upon him) never touched the hand of a woman. He would only take their pledge of allegiance by words.والله! ما مست يد رسول الله يد امرأة قط، ما كان يبايعهن إلا بالكلام
Therefore, what is prescribed for a woman is to speak and ask questions without shaking hands. It is not permissible for her to shake hands with Zayd or 'Amr, except with her mahrams, such as her brother or her father. As for non-mahrams, no; she speaks to them without shaking hands. Even if she places something on her hand, to block the door, she does not shake hands, even if there is a barrier. It is obligatory for her to be cautious and stay away from doubtful matters and block the means to harm. So she does not shake hands, whether her hand is uncovered or behind a covering. Yes.
